The Federal Road Safety Corps (FRSC) has addressed recent reports concerning an allegation that one of its personnel solicited a bribe from Dr. Shebbs Emmanuel Ugochukwu.
In a statement released by the Corps Publication Education Officer (CPEO), Olusegun Ogungbemide,
on Wednesday in Abuja, the FRSC described the publication as misleading and potentially damaging to the reputation of the Corps.
Ogungbemide clarified that the issue originated from a traffic incident in 2022, wherein Dr. Shebbs was lawfully stopped and issued a citation for observable violations, including the use of worn-out tyres and the lack of a spare tyre.
He stated, “The assertion that FRSC officers demanded a bribe, which led to Dr. Shebbs Ugochukwu being unjustifiably penalised, is unfounded and seems designed to foster public distrust of the Corps.”
Additionally, Ogungbemide explained that the matter was presented before the Abia State High Court and subsequently to the Court of Appeal, focusing on fundamental human rights enforcement rather than any accusations of bribery. Emphasised that at no stage in either court was the issue of bribery raised or substantiated against the FRSC personnel involved. “It is crucial to clarify that any publication suggesting otherwise is misleading and not representative of the legal proceedings,” he added.
Ogungbemide shared that the initial ruling by the Abia State High Court resulted in an award of N30 million against the FRSC, which was later reduced to N10 million on appeal. The appellate court remarked on the plaintiff’s claims, describing them as “a desire for gold digging.”
He quoted the appellate court’s decision warning against misusing the legal system for personal gain, in line with a Supreme Court precedent. Unfortunately, an individual characterised by the court as pursuing unjust enrichment would later accuse law enforcement of bribery,” he noted.
The FRSC legal team is currently reviewing the judgment’s procedural aspects and may explore further legal avenues if deemed necessary.
“We respectfully and firmly dismiss the unfounded narrative alleging that FRSC personnel requested bribes in their engagement with Dr. Shebbs. Such serious accusations have not been substantiated in any legal context,” Ogungbemide affirmed.
He reiterated the FRSC’s dedication to transparency, accountability, and service excellence. He expressed hope that continued public understanding and support would empower the Corps’ officers to fulfil their vital role in ensuring safety on Nigerian roads, ultimately reducing accidents and saving lives.
